Angarak the Torturer

There is this CCC who turned up not long ago out by the east gate of Mercinae. The people I have asked don't know who he is.  Anyone out there know who Angarak the Torturer is?  Is he part of some new quest?  Is he bad, good, what?

Probably something in the same vein as all the damn goats - quests that Loki and other gods started making and then couldn't be assed to finish.

He's not loyal to anyone, in any case, and doesn't react at all to anything. I totally wanted him to whip out a whip and start lashing people. :(
